Challenge
The Centrale Regiekamer (CRK) of Waterschap Brabantse Delta had evolved over the years. Employees possessed extensive knowledge of the water cycle, water systems, and the information needed to properly support water management.
However, within the organization, it wasn’t clear to everyone what the CRK did and what further possibilities existed. Meanwhile, the team itself had plenty of ideas on how the control room could further develop.
The continued development of the CRK was included as an ambition in the 2023–2027 coalition agreement. A great opportunity to look ahead together.
How can the CRK contribute more to the water board? What knowledge and capabilities are already present? And how do we make that value visible to colleagues, management, and the board?
Approach
We brought together ten colleagues from Brabantse Delta, including employees of the Centrale Regiekamer. Not to tell them what the future should look like, but to give their own knowledge, experiences, and ideas a place.
We started with the history of the CRK. What had already been achieved? What developments had taken place? And what ambitions existed within the team?
The team then translated these ambitions into a visual future vision for 2027. With a goal tree, an elaboration of future working methods, and concrete scenarios, it became clear how the CRK could contribute to Brabantse Delta’s water goals.
This includes bringing together municipal sewage data, real-time insight into waterlogging, and better connecting operational information with tactical and strategic choices.
The future vision was presented to five colleagues from different parts of the organization, including a board member. Their feedback helped to sharpen the ideas, test feasibility, and discover new possibilities.

Results
The sprint delivered a visual and concrete future vision that enabled the team to demonstrate the value the Centrale Regiekamer can add to the water board.
This revealed more than just a collection of future activities. The CRK could show its role as a connecting link between people, data, daily operations, and the broader goals of the water board.
During the feedback sessions, it became clear that various colleagues saw opportunities they had not previously directly associated with the CRK. Connections also became visible between activities and goals that could reinforce each other.
At the same time, it became clear what is needed to realize the ambition: reliable data, clear responsibilities, collaboration with other departments, and sufficient scope to further develop the plans.
The most important result? The team gained a shared narrative to make its own knowledge, ambitions, and added value visible. Not as an endpoint, but as a starting point for the next steps.
